What in the world do India and Brazil need icebreakers for? Do the Ganges and Amazon have ice buildup?

India and Brazil both have some Antarctic presence for scientific research, and both are planning a polar research vessel that can run supplies and support at-sea research in the Southern Ocean. They're vanity projects- although the way Antarctic governance works, the more presence you have and the more research you conduct, the more say you have in how things go.

Yet again our beloved government (gag) fails to see where the problem lies. The problem isn't "investment" or "technology transfer", the problem is government BS! Throwing someone else's money and intellectual property at the problem will NOT make it better! Geez...am I the only one that sees this?!

I'm not sure what problem the US government is trying to address with this program. The way the Deputy NSA articulates the program, its purpose seems to be developing private shipyards to build commercial spec icebreakers for export, and 'hoping' or 'assuming' that this will somehow help our government builds. Under some sort of agreement, though, every time someone from the U.S. Government says ICE Pact, they are bound to say something good about Bollinger.

Well, Bollinger is not a bad company and, if the USCG gets the hell out of the way, will be able to build the PSC.

I expect that we will get more news soon. But the folks I talk to in industry seem pretty much in the dark about what's going on.
